[Monitoring] Filter values can be preserved when moving to fine granularity in drill-down radios.

Description:

In the above screenshots when moving to API to VERSION in the radio group we reset all the filter values. Instead, we can keep the selected value for API. That will provide a better UX.

Can be improved in : Error Summary table widget and API USAGE SUMMARY widget
