[Monitoring ] No data message can be shown when data not available in error summary widget.

Description: Currently error summary table widget in the monitoring dashboard shows the following UI when data is not available for selected filters.

no_data_issue

Instead, the general ' No data available' message can be shown.

Suggested Labels: Priority/Normal, Type/Improvement
