add package autoconf to sudo apt install command for Ubuntu in the instructions

it's pretty straight forward, someone with right access add "autoconf" to the dependency install command for ubuntu and consider doing the similar for other distros. Open and shut.

It asks me to install this using apt to install the software. Relatively new Ubuntu install, 24.04.
