Situations where characters should not be duplicated

Would it make sense to not automatically duplicate smart characters if one is typed immediately after a printable character?

For example suppose I am editing a quote and the ending quote is deleted or missing so I go to add it. Example: "This is a quote and I go to add the terminating double quote, I end up with this "This is a quote"" and I have to delete the extra double quote.

Would my suggestion be undesirable in the case of other smart characters?

Hmmm, this is not happening at my end. Quote after a letter is always single!? i.

I found that if I type a double quote character after a punctuation character, WM put two double quote characters but only one if after an alphanumeric.
