WRF 4.6.0 needs to compile twice with intel llvm mpi commands

Describe the bug When using intel compiler 2024.1.0 environment the WRF fails to build some modules. But if you run the build command twice it will do proper linking at that time.

To Reproduce Steps to reproduce the behavior:

compile.wrf1.log compile.wrf2.log configure.log configure.wrf.txt
