Addition of Zdt4

This is my addition of ZDT4. The implementation seems correct to me. It might not be generally perfect in regards to allowing for seperate feature ranges for different test problems though. For some reason the results achieved are not in any way satisfactory. This pull request is created in regards to issue #3
