Is it possible to add a configuration (or command) so that a specific user is able to ignore or disable gifs sent with this Giphy App? Or would it be a useful enhancement?

That's an interesting idea, however, it's not part of the current roadmap. It's possible to add as a feature, so I'll add a label here as a feature request.
