Add OA-signalling to use cases for Wikimedia Icons
Would replace icons here: https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Open_Access/Signalling_OA-ness#In_a_nutshell
Trying to find the right path to add our use case to the development of Wikimedia icons. Touched on a bit in Zurich, noted in #47.

At least May is aware of our use case, since we discussed it with her in Zurich.
They're going to be preparing for an RFC, so if they decide to post notes some place and start to do work on-wiki, we can add there, or we can wait for the RFC

Yes, we just have to jump on the RFC when it happens. Maybe we can get the icons earlier to do a mockup. I'll ask them.
