Pull article metadata from Wikidata into Wikipedia

Once the metadata of a scholarly article is on Wikidata, the idea is to use that to pull the information from Wikidata into the citation templates on the respective Wikipedia, as per #15 .

This depends on "arbitrary access" being available (not expected before Wikimania), i.e. that any Wikipedia page can pull information about any Wikidata item, as per https://bugzilla.wikimedia.org/show_bug.cgi?id=47930 .

Looks like the "bit" to allowArbitraryDataAccess has been merged https://gerrit.wikimedia.org/r/#/c/144965/ though set to false for now. Good sign on the progress for this feature.
