WYSIWYG field can mess up TinyMCE buttons in WP core editor

I've not had time to create a minimal bug report for this - I'll need to see if I can replicate this. So this comes with the caveat that it's on a site that is highly customized with custom code and several large, complex plugins, like WPML.

The issue is that I have a meta box that contains a WYSIWYG field. If this meta box is positioned above the core TinyMCE editor, then the core editor has some buttons missing.

If the meta box is placed below the core TinyMCE editor, then the buttons are not missing.

I really don't have time to be looking into this myself right now, so I'm hoping someone can look into it for me.

I may pop back in a few days when I have more time to see if I can work out why it's happening, if I can recreate it and maybe produce a patch.
