Set up background health monitor

We should set up a background health monitor that will run periodically (every 5 minutes) and check the health of the current system, restarting services if anything has failed, and looking at permissions such as #267.

We should do it by running whatever scripts are in a /box/health-monitors/ directory so it can be easily extended.
