[ntcore] Add headless NT server executable

This would allow AdvantageScope to create a NetworkTables server for republishing log data (https://github.com/Mechanical-Advantage/AdvantageScope/issues/60), and probably has other use cases for NT-related development (like testing coprocessor scripts). It should also have a method of cleanly shutting down, such as responding to SIGINT.
