Add composer.json with correct package type

Adds support for installing via Composer for Bedrock implementations. Also fixes #142

Once this is added, I would also recommend adding PHPCS. Not sure if https://github.com/wpengine/wpengine-coding-standards should be used or not, but would be ideal, and then hooked into a Github Action workflow.

Thanks for suggesting these additions. We may consider introducing Composer, PHP Linting (PHPCS/WPCS) into future versions of Frost. For now, closing this out.
