Grey out Cache Lifespan on hosts where our cache is disabled.

Is your feature request related to a problem? Please describe. Cache lifespan doesn't work on hosts where our page cache is disabled. To avoid confusion, we should grey out this option with some text explaining why. We have this noted in our documentation, but in the UI would be better.
