Ship CLI commands to the plugin

Is your feature request related to a problem? Please describe. WP Rocket is using a separate repository/plugin to handle CLI commands. This can be frustrating for customers or companies, as it requires installation of the package from the server point of view.

Describe the solution you'd like It's possible to ship the CLI directly to the plugin, so it can be used whenever WP CLI is loaded. No need of 3rd-party installations would be required.
