Add preload stop command to the CLI

We have a CLI command to start the preload process - https://github.com/wp-media/wp-rocket-cli/blob/master/command.php#L248

Would it be possible to add another one for stopping the preload too?

This can be handy for cases where access to the backend to stop the preload process is not possible.
