Tax checkbox UX display issue

Haven`t tested if it actually affects the tax calculation but it is possible. Made a screenshot for easier view: https://dl.dropboxusercontent.com/u/16683640/Screenshots/2013-12-17_1941.png

The second level of radio boxes should not be allowed to be checked unless top one is selected and maybe in case of the other options are selected disable them

Edit: upon saving the form with either of the bottom 2 options the 2 sublevel radios at the top are no longer checked

Is this the issue? There is more than one level of the radio boxes here, but then again this ticket is from a few years ago. If I'm not looking at the right place, feel free to chime in.

I found a solution for it in CSS that will hide the sub-options unless the user chooses the first option and only the first option
