Scaffold test suite run against latest stable WP-CLI version

In addition to running the test suite against the nightly build, which we already do, it would be helpful to have it run against the latest stable WP-CLI version too.

Although Travis permits environmental variants for the setup process, it might be easiest to have the scaffolding set up the test suite to run twice, first for the latest stable, then the nightly.

This can easily be done with #95, by running the test suite first against the latest stable.
