Add warning upon fallback to hard coded matrices

Here and here we have a fallback to hard coded matrices, a warning message should be added there when this happens.

@perone Hello, This is my first time working on this repo, Looking forward to your cooperation.

The function get_hardcoded_world_to_ecef does display a warning at line#61. I believe it displays a warning whenever the function is called from the two locations you pointed out.

Just to reconfirm, Is a warning message at the lines mentioned by you still necessary?
