My 'fix' indeed appears to have been incorrect, but the previous situation in which the HTML was scraped for the download link (IIRC then that was actually what was done)...
@dmaffly It would be great if you could support the SWI-Prolog mission! We have a couple of Windows-specific issues in this tracker, but not that much experience with the Windows...

The error goes away when I remove the code that opens archive streams (`archive_data_stream/3`). But I need that code to allow arbitrary data files to be processed.
