Global config.yml

I believe it would be nice to have a global config.yml, eg in ~/.wordup/config.yml

Settings in the global config should take priority to the per project config.yml

Why I need a global config? Most of my themes use the same plugins, so instead of adding them to the project config.yml, I'd add them to the global.yml
