[Android] Media Upload progress bar does not increment

Describe the bug When uploading a Video on Android, the progress bar does not increment its value as the upload progresses.

To Reproduce Steps to reproduce the behavior:

0. Use trunk ~(I was not able to reproduce in 24.3-rc1.)~ See comment
1. Add a Video using the Video block (not VideoPress)
2. Observe that the progress bar is displayed, but the progress value does not increase

Expected behavior The progress bar should show the video upload progress within the Editor.

On further investigation, I noted that this issue appears to only affect WordPress.com sites. I was not able to reproduce it using 24.3-rc1 and a self-hosted site. It appears that the value of progress sent to the upload indicator is never updated past its initial value.

Noting continued investigations that this appears to affect other media blocks on Android as well in 24.4, including the Image block (video example below). Reaffirming that it appears that the value of progress sent to the upload indicator is never updated past its initial value.
