[Drag & Drop blocks] It's not possible to drag a text based block with an Apple Pencil.

Describe the bug Apple pencil cannot drag a block. It is possible to select a block with long-press but not to drag it.

To Reproduce Using iPad + Apple Pencil

  1. Open a post with multiple blocks
  2. Long press a block using the Apple Pencil
  3. Notice that the block is selected and the chip is displayed
  4. Move the Apple Pencil up and down to move drag the block
  5. Notice that the block is not dragged and the chip does not follow the Apple Pencil tip

Expected behavior It should be possible to drag a block with an Apple Pencil after selecting with long press.

I tried with one of the latest branches and it works correctly for blocks that aren't text-based, for those the apple pencil detects it, and the "writing-mode" gets activated, but for other blocks, I was able to drag & drop:

Let's see once more fixes are merged and tested this can be closed as well.

Just confirming that on the latests build pr18206-9a31ff8 the only remaining issue with the Apple Pencil is that it is impossible to drag a text based block since the "writing-mode" is always activated as @geriux mentioned.
