Link Settings Attachment Page option on unpublished posts results in broken links and 404 errors

Describe the bug The Attachment Page appears to be a 404 "Resource Not Found" page when linking to the attachment page on the File block in both an Atomic site and Jeptack self-hosted site. It works correctly when linking directly to the Media File, and opens it in my device browser.

Update: This same issue occurs for Gallery and Image blocks as well. It appears that the URL is always incorrect if the Attachment Page option is selected before publishing the post. https://github.com/wordpress-mobile/gutenberg-mobile/issues/4504#issuecomment-1690413091 Also, this impacts all types of WordPress sites, not just Atomic and Jetpack-connected.

Expected behavior The attachment page should not be a 404 page.

Updating this issue to include Gallery and Image blocks as well. It appears the "Attachment Page" option currently requires on publish the post before selecting the "Attachment Page" option. Otherwise, an incorrect URL is set for the link.
