Media: Possibility of publishing local media url.
Edge case:
When an image upload is in progress, the user can publish/save as draft the post, and the editor will close. In the background, the media upload will finish and the post will be synced with remote.
If the user opens the editor while the upload is in progress, and the upload finishes while gutenberg is loading, the local URL is not updated in the local HTML code and the user can easily publish this final HTML with local URLs.
This is confusing since the upload technically did finish.
This issue is not easy to reproduce on iOS, there are more chances with the dev environment ON since the loading time is longer. But in Android, since the overall loading time in production build is still long, it's easier to reproduce.
Is this happening nowadays? I think it's something that has been fixed.

I've encountered this issue in JP-iOS version 23.4 using the device Samsung Galaxy S20 FE 5G (Android 13). I'm not able to reproduce it consistently, so far it happened 2 of 5 times (40%). Not sure if it might be related but I enabled HEIC format (High Efficiency Image File Format) for photos.
