Comments: h3 elements are not rendered

Expected behavior

Headings should be rendered properly.

Actual behavior

Headings are not rendered, but the HTML string for the headings exists on the client side.

Steps to reproduce the behavior

• Create a comment with h3 then followed with ul.
• View the comment from the Jetpack app.
• Observe that the heading does not render correctly.
