Stop/retry media upload menu is too small on iPad

Expected behavior

The menu should be large enough to reasonably accommodate options

Actual behavior

The menu is very small and only shows one option at a time. It also only shows at the top of the screen. In the screenshot below, the menu should be associated with the block that has the failed media upload message.

Steps to reproduce the behavior

1. Add image block to post
2. Start media upload
3. During media upload, disconnect from network/turn on airplane mode
4. Tap on image block
5. Note menu size

Tested on iPad Air, iPadOS 17.1, Jetpack iOS / WordPress iOS 24.0
