Add support for pushing Comment author name/email/URL changes

A reviewer was upset that these fields went missing in WPAndroid after FluxC was integrated (release 7.0). The REST API currently does not offer support for editing these fields so we'll have to patch that up before handling this ticket.

TBH, I'm not sure we should implement this in wpandroid. Do we have an idea of future Calypso design for comments?

It might be useful to have in the API and in FluxC.
