Stuck format bar when dragging multitasking bar

Found by @astralbodies when reviewing #735. A video of the issue:

In short, when the multitasking bar is initially tapped with the keyboard up, the format bar doesn't animate down nicely with the keyboard. This may be an issue out of our control, but probably worth investigating at some point.
