[Blogging prompts v1] Dashboard card dismissed for all sites

Expected behavior

When dismissing the blogging prompt dashboard card, it is only dismissed for the currently selected site and remains visible for other sites.

Actual behavior

When dismissing the blogging prompt dashboard card, it is dismissed for all sites.

Steps to reproduce the behavior

Prerequisites:

• Logged into the Jetpack app
• Site selected
• On the 'My Site' > Home tab
• Prompts dashboard card is visible

Steps:

1. Tap on the context menu ...
2. Tap on Skip this prompt
3. Verify the prompts dashboard card is hidden
4. Switch to another "blogging" site (the site must be a blog for the dashboard to appear)
5. Verify the prompts dashboard card is visible

Tested on Samsung Galaxy S20, Android 12, WPAndroid 20.1-rc-1
