My Site Dashboard - Offline Mode - No network snackbar instead of stale dashboard feed message

Expected behavior

When there is no network available, the stale dashboard feed message and snackbar should be shown instead of the no network snackbar. (TBD)

Actual behavior

In a specific scenario (mentioned below), no network snackbar is shown instead of the stale dashboard feed message and snackbar.

Steps to reproduce the behavior

1. User opens the app, the app is in foreground, user is looking at My Site.
2. User puts the device on airplane mode.
3. The NO CONNECTION orange dot bottom banner is automatically shown.
4. User triggers pull-to-refresh.
5. The dashboard feed is not updated.
6. ⚠️ The dashboard feed Stale Message is not shown.
7. ⚠️ A There is no network available toast is shown. However, the dashboard feed Snackbar Message should be shown instead.
8. The NO CONNECTION orange dot bottom banner is still shown.
9. User puts the device out of airplane mode.
10. The NO CONNECTION orange dot bottom banner automatically disappears.
11. User triggers pull-to-refresh.
12. The dashboard feed is updated.

⚠️ Stale Message not shown and the Snackbar Message is not shown as well.

Thanks for your interest in the issue, @mikailyusuf! IIRC we did not pursue the issue due to conflicting no network and stale message snackbars.

Do you mind taking a look at this issue instead?
