The screenshot looks like the search (with recent searches) overlays one of the Reader post lists, such as "Discover" -or- existing search results. After playing around with search for some time, I think it's most likely overlayed over existing search results. However, I couldn't find a way to reproduce this on Samsung Galaxy S21, WP Android 20.3-rc-2.

Here's how I would suggest trying to reproduce:

  1. Head to Reader and tap the Search icon
  2. Search for something, and wait for the posts to load
  3. Tap into the search bar again - note that only your most recent search appears
  4. Delete all the content in the search bar, and see that all your recent searches now appear

I think the display issue would be most likely to happen between step 3 and 4, though I couldn't get it to happen.

Update, reproduced! The key is to allow the screen to turn off (or turn it off).

Steps to reproduce:

  1. Head to Reader and tap the Search icon
  2. Search for something, and wait for the posts to load
  3. Tap into the search bar again
  4. Delete all the content in the search bar, and see that all your recent searches now appear
  5. Turn off the screen
  6. Turn the screen back on and see that the recent searches are overlayed on top of the search results
