Non-admin script additions

A view for non-admin users to add scripts. It should be in an enhanced dashboard for users with advanced privileges that aren't meant to be using the admin -- like a lab manager, etc.

This is actually a great part of the new side-bar. We can have the admin features in there to pop open whatever view we want.
