[Bug] Custom template parts can be created in the mini-cart area

Hi there! I noticed we currently allow users to choose Mini-Cart as an area for new template parts. This is unexpected because the actual Mini-Cart template part is shown in General.

Meanwhile, custom template parts added to the Mini-Cart area appear in a dedicated section.

Steps to reproduce

1. Go to Editor > Patterns
2. Click the + button and Create template part
3. Choose Mini-Cart from the Area list

Proposed solution

1. Create a new Store area for commerce-related template parts and move Mini-Cart and Product Gallery there
2. Prevent users from creating custom template parts in the Mini-Cart area

@pmcpinto we should dedicate some time for the Mini Cart in the next cycle; there are some issues that impact what merchants can do with it, outside of this issue:
