Importer not importing all records (but only on Run in Test Mode)

I have a CSV containing 80 rows of data however, only 60 are imported when I Run Import after successfully testing the CSV in Run in Test Mode. I'm not getting any errors during the process.

If I uncheck Run in Test Mode and just go straight for the import, all 80 records are imported just fine.
