Allowing PayPal Credit in the UK if the PayPal account has been invited/approved

Describe the bug

Per our docs, PayPal Credit is available to US-based sites using USD. This also states that a PayPal account based in the UK can receive an invite, at which point they should be able to offer PayPal Credit on their UK-based site, not using USD.

Even when invited, the customer sees the following notice in their PayPal Checkout settings: This option is disabled. Currently PayPal Credit only available for U.S. merchants using USD currency.

Expected behavior

If PayPal Credit is available in the UK as our docs suggest, there should be a check performed to see if the account qualifies to actually accept PayPal Credit, as not all UK-based PayPal accounts receive an invite.

PayPal Credit has been available to users in the UK for some time now but this plugin doesn't allow non-US stores that are also not using US Dollar as the store currency to activate PayPal Credit.

Expected behavior

PayPal Credit option in this plugin should be available to users outside of the US operating in a different currency to USD.
