Japanese address not loading on orders at it should

Describe the bug With Japanese region, the address is not complete or is not as it should be loaded on the woocommerce order. the Last name is filled with "." and the city is empty. wordpress org thread related: https://wordpress.org/support/topic/the-shipping-address-coming-into-amazonseller-is-different-from-the-shipping-add/

To Reproduce Steps to reproduce the behavior: Amazon Pay setting sshould be with Japanese region

1. Add product to cart 2.Go to Checkout and login with Amazon pay testing account
2. Palce order
3. on Admin dashboard the LastName is "." and city is empty
