Check if the store has "Cash on Delivery" enabled while onboarding

The goal of this task is to add a check if the store has "Cash on Delivery" enabled to the existing IPP onboarding checks. This task is only about adding the logic for the check in the onboarding checker class and does not need to deal with the view model UI.
