Horizontal design issues with the JP connection flow

Describe the bug On the first screen of the JP connection flow, there is an unnecessary gap at the top that takes up most of the screen.

To Reproduce Steps to reproduce the behavior:

1. Log in with a site that doesn't have JP.
2. Tap the JP banner at the bottom of the dashboard.

Expected behavior There should be no gap.
