[Woo POS]: Suppress automatic payment flow on coupon error – Dummy UI

We shouldn't auto-prepare the card reader for payment when the order creation encounters an error/issue - for example, when we detect some coupon failures or coupons that don't match any products in the cart and are useless. Goal of this task is to prevent the card reader from auto-loading and display some UI in place to explain the situation and allow the user to continue if they wish.
