The older version of email notifications for Course Completed included the link to the certificate, but the new email templates don't.

Allow an option to add a link to view Certificates in the Email Templates

Students check their certificates in My Courses page

*Note that there is a change from the original design. To reduce complexity, we'll swap the UI so that View Results is the primary CTA and View Certificate is the link. Then, if the course isn’t associated with a certificate, nothing needs to change with the View Results button.
