PV/PVC monitoring

We don't use PVC in production ourselves (we store state on separate machines/managed services), so this is not on our roadmap. That being said, a pull request is always welcomed.

I am using PVC, I could see how this would be useful. My PVCs are mostly EFS, so network issues could bring down the volume. Will look into this.
