Arduino Pro Mini not reporting armed safety switch audio message

Using the Arduino Pro mini code I have edited the average file to ensure the armed safety switch message is reported and kept the memory low. But when used the armed safety switch message is not played on the radio. It is reported on Mission Planner and does work with a Teensy 3.1 board. Is there something missing on the Pro mini code? The audio file MSG23.wav is present on the radio.
