Add support for host query reset when collecting Vulkan traces

Closes #1053

This adds TracyVkCollectHost with no cmdbuf parameter, usable only with contexts created with TracyVkContextHostCalibrated.

The manual should probably be updated but I'm not sure how to build it so...
