Suspiciously empty packages...

I'm calling those "suspiciously" empty... It would be great if someone like @murraybd (?) could investigate each of these. If they are in fact "empty", then we should use the test/emptypackage pipeline. On the other hand, if they should not be empty, then perhaps there are some packaging fixes that are needed.
