add linkerd CLI package

this adds linkerd CLI from edge releases and thus includes edge as suffix in the package name.

elastic build failure is unrelated because it's failing because the test is not using docker runner.

all the core packages coming from linkerd/linkerd2 package are bundled in one big meta package which can be tracked here https://github.com/wolfi-dev/os/pull/31209
