WIP: convert 'if:'s to new 'if-arch:'s

This converts packages to use if-arch, introduced in https://github.com/chainguard-dev/melange/pull/1450

After this change we can remove if and assertions from melange (https://github.com/chainguard-dev/melange/pull/1449)
