Check if every reel has the same edit rate

dcp_inspect does this (committed in 2012).

Are you saying the check doesn't work?

Well, the report shows the reels and its edit rate. But the error is not reported.

Oops, sloppy reader here ... dcp_inspect does indeed not check edit rate sameness across reels. Which is what you commented on, yes?

But, actually, I could not find an explicit statement about edit rate sameness across reels - i.e. throughout a full composition timeline. Are we sure it's mandatory?

dcp_inspect does check and report edit rate mismatches within a given reel.
