Self explanatory - but create ability to make splash screen customizable (probably a config in es_settings.cfg).

Want the ability to create controller configs dynamically for emulators. Will look at RetroPie's implementation and evaluate its applicability to this requirement.

This is an issue to track pulling in the PR for DB support and evaluate that. We'll pull this into a branch first and then evaluate for merging into master....
