[11ax] Control packets (periodic beacons)

APs must sent periodic beacons. The information of such beacons may vary depending on the application. The idea is to have two traffic generators: one for data packets to be tranmsitted to the STAs, and the other for beacons generation to be broadcasted.

• Control packets are generated and queued as data packets
• No ACKs are expected to be returned for control packets
• The minimum rate must be used to send control packets
• It is required to check if there are other limitations and/or requirements to be taken into account at implementing control packets.
